The most important design decision here is that this is not a simple “level 1–8” student scorecard. That could unintentionally turn learner agency into another compliance metric.

Instead, this is a progression of a portfolio of evidence:

Recognizes → Chooses → Requests → Adapts → Explains → Monitors → Independently Uses → Transfers.

Look at a student’s Learning Passport and see not just which accommodations the student has, but which strategies the student actually owns.

And that is a significant conceptual shift in our A.C.C.E.S.S. ecosystem: the adult is no longer the permanent manager of the support. The adult’s job increasingly becomes designing conditions in which the learner can take ownership of the support.
